A VISION MOVES TO A
REALITY
(Speech written and delivered by Warren Maloney, as Mayor, on Thursday,
28th July 2003 to the newly appointed Hepburn Shire Rates Review
Committee in the Daylesford Council Chamber)
THE
Hepburn shire council has a vision. it has encapsulated its vision into 7
objectives –
1. Develop collaborative, consultative communication processes, and Empower
community leadership and partnerships, and
2. Recognise the diversity of our communities and their aspirations; and
3.
Protect, improve, and enhance
the natural and built environment; and
4.
Manage Council finances and
resources to allow for positive change and development consistent with
responsible governance; and
5.
Engage in a continuous
professional development process to assist Councillors and Staff as Community
Leaders; and
6.
Plan, Provide,
Enable, Source, and Advocate on the range of services for the benefit of our
Community; and
7.
Encourage sympathetic and
sustainable economic development.
THE VISION ENCAPSULATED IN THESE
7 OBJECTIVES IS REALLY QUITE SIMPLE…………
“TO ASSIST EACH OF THE 37 VILLAGES &
TOWNS TO BE A COMMUNITY – A COMMUNITY THAT UNDERSTANDS ITS STRENGTHS, WORKS
TOGETHER TO HANDLE ITS PROBLEMS, REFLECTS ITS SUSTAINABILITY AND WELCOMES ITS
LONG-TERM VISION”
IT IS, I BELIEVE, PART OF
WHAT WE ALL WANT AS WE LOOK OUTSIDE OUR FRONT GATES – WE WANT TO BE PART OF A
VIBRANT, RESOURCEFUL, CARING, AND CHALLENGING COMMUNITY.
NEARLY
ALL THE 37 LOCATIONS HAVE AT TIMES HAD SOME OF THE INGREDIENTS OF THE POLICY.
THEY MAY HAVE BEEN OR are now STRONG, RESOURCEFUL, AND ECONOMICALLY REWARDING.
BUT
·
NOT
ALL OF THEM SOUGHT TO DEVELOP AND IMPLEMENT LONG TERM VISIONS.
·
NOT ALL OF THEM SOUGHT TO SUSTAIN THEMSELVES
BY TRAINING AND EMPOWERING ON-GOING COMMUNITY LEADERSHIP
·
NOT ALL OF THEM WELCOMED CHANGE SO THAT THEY
COULD ASSESS AND INTEGRATE CHANGE INTO THEIR SUSTAINABILITY.
WHERE DOES the rate REVIEW
SIT WITH THIS POLICY?
is it not one of the means
by which we CAN?

strengthen
our communities
·
ensure
their cultural diversity
·
ensure
their economic sustainability
·
assist
their environmental protection
·
stengthen
their safety nets so that the aged, the disabled and the struggling families
can be part of the community
